Capital Programme Procurement (CPP)

Scottish Water is currently delivering one of the UK water industry’s largest capital investment programmes.

The investment is required to upgrade, maintain and improve water and wastewater systems, improve customer service and allow increased capacity at treatment works to support new developments across Scotland.

The next round of Capital Investment (called Quality & Standards 3b) starts in 2010 and will deliver millions of pounds of investment in Scottish Water’s assets every year to 2014.
The Capital Programme Procurement team manages the procurement of partners and consultants who will deliver the programme in the future (alongside Scottish Water’s own in-house Capital Investment Delivery team - CID).

Scottish Water’s Capital Delivery Model 2010 – 14

Several of the UK’s top utility, design and construction businesses have opted to compete to be the next delivery partners with Scottish Water in a new Capital Delivery Model, similar to the current Scottish Water Solutions.

The companies have formed consortiums, each containing a major utility organisation, well supported by strong partners in the Design and Construction fields. They can each draw on the specialist skills of their constituent companies to provide Scottish Water with a genuine choice of viable partners for the new joint venture, to start in 2010.

Selecting the Capital Delivery Partners (CDP’s) from 2010 onwards

Parallel to the current procurement of the new Delivery Model, Work is also taking place on selecting a framework of Contractors to support the business in delivering the next investment programme.

The "CDP's" will replace the current arrangements with Asset Delivery Partners (ADP's).

Both projects are following European procurement guidelines for public bodies. They are currently at the “Invitation to Negotiate” phase, where Scottish Water will be assessing their capabilities to provide the best value for money service for our customers.
